There’s a definite sense of an idea here of loneliness and isolation in the midst of a bustling cityscape, but it needs a little help. To begin with, let’s crop in a little bit, to get rid of the wall behind the subject. Cropping in and putting a hard edge to the back of the subject’s head adds a sense of “incompleteness” to this scene.

Let's take it a touch further and boost the brightness levels with a top-heavy S-Curve to emphasize the sky and ground lights, while keeping the overall dark palette. Now those groundlights really pop, and suggest racing, uncertain thoughts in the dark subject.It's a good idea, but the execution needs a bit of work.
