Taken in Tampa on a rainy night on top of a parking garage this is not a composite or a photoshop effect. After missing this shot a bunch of times I set the shutter to 15 seconds for multiple shots. To light the car, I walked back and forth strobing the car with my 580EX II while making sure not to be between the flash and the camera at any point.
