All this work will be wasted if your pictures aren't sharp. Unfortunately, Elements doesn't make this tricky job any easier than Photoshop does.
Step 1
Under Enhance, choose Adjust Sharpness. This is similar to the tool that Photoshop calls Smart Sharpen. As in Smart Sharpen, switch the setting to Remove: Lens Blur and keep it set there.
