Fixing Spots, Dust, Tears, and Scratches
Step 1

Get rid of minor dust automatically. Duplicate the Background layer by going to Layer > Duplicate Layer. Then go to Filter > Noise > Dust and Scratches. This filter introduces blur to hide white spots while attempting to maintain sharpness in the details. Keep the radius low -- no more than one or two pixels. Then reduce the Threshold to slowly dampen the blurring effect.
